The ordinance aims to significantly improve health and safety protection on construction sites. As part of their overall responsibility as the project initiator, the client must already take health and safety aspects into account during the planning phase (not only during the implementation phase). The client has thus been accorded guarantor status vis-à-vis employees in particularly dangerous work areas – for the first time in the history of German occupational health and safety legislation.
